CTOS, CCRIS and Business Financing in Malaysia

Business owners often ask how CTOS or CCRIS may affect a financing discussion. These are separate systems, and neither one alone determines whether financing will be available or approved.

Financing institutions may consider credit information alongside other aspects of an application, depending on the business, facility type, transaction and institution involved.

Business Capital provides financing advisory support. We do not operate CCRIS or CTOS, we do not guarantee approval, and we do not remove or repair credit bureau records.

Why credit information may come up in a business financing discussion

When a business explores financing, a financing institution may review information about the company, the purpose of the facility and the broader application. Credit information may form part of that review, depending on the institution and the case.

CCRIS and CTOS are not the only factors considered, and neither system alone determines whether financing will be approved. Assessment may also involve financial performance, supporting documents, transaction or project details and other criteria applied by the relevant financing institution.

What is CCRIS?

CCRIS stands for Central Credit Reference Information System. It is owned and operated by Bank Negara Malaysia. CCRIS collects credit information from participating financial institutions and provides credit reports.

CCRIS is not a blacklist.

CCRIS reports include financing and repayment information. Bank Negara Malaysia does not provide a credit rating or opinion on an applicant’s creditworthiness through CCRIS. CCRIS information is one of multiple sources that financing institutions may use when assessing financing applications.

Companies and borrowers can access their own CCRIS information through official channels, subject to applicable access procedures.

What is CTOS?

CTOS Data Systems is a credit reporting agency in Malaysia. CTOS is not the same system as CCRIS and is not owned by Bank Negara Malaysia.

Credit reporting agency reports may include information from multiple sources and may contain information beyond CCRIS. CTOS should not be described as a government blacklist.

CTOS vs CCRIS: what is the difference?

CCRIS

  • Operated by Bank Negara Malaysia
  • Information from participating financial institutions
  • Financing and repayment history
  • Not a blacklist

CTOS

  • Credit reporting agency in Malaysia
  • Separate from CCRIS
  • Reports may draw on information from multiple sources
  • Not a blacklist

Both may be relevant in different ways depending on the financing institution and the case. They should not be treated as interchangeable or as the sole basis for a financing decision.

How CTOS and CCRIS may relate to business financing

A financing institution may consider credit information as part of a broader assessment. The weight given to that information can vary depending on the financing type, the business, the transaction and the institution’s policies.

Other information may also be relevant — such as company financials, banking records, supporting documents and facility-specific details. Business Capital can discuss financing requirements in general terms, but does not control how any financing institution uses CCRIS or CTOS information in its assessment.

Does a CTOS or CCRIS issue automatically mean financing will be rejected?

There is no simple yes or no answer that applies to every business or every application. Financing decisions depend on the relevant institution’s assessment and the circumstances of the application.

An entry in a credit report does not automatically mean rejection, and a clean report does not guarantee approval. Business Capital cannot guarantee that financing will be available or approved, including where credit information is a concern.

What can a business owner do before discussing financing?

The steps below are general preparation guidance. They are not credit-repair tactics and do not promise a particular financing outcome.

  • Understand the business’s financing requirement and purpose
  • Prepare relevant company and financial information that may support an initial discussion
  • Review information available in your own credit reports where appropriate
  • Check reported information for accuracy and note matters that may need explanation
  • Discuss which financing category may be relevant to your circumstances

For document preparation, see our business financing requirements guide.

Can Business Capital remove or repair CTOS or CCRIS records?

No. Business Capital is not a credit repair or record-removal service.

We do not clear, alter or remove CCRIS or CTOS records. If information in a report appears inaccurate, the appropriate step is to follow the relevant official provider’s dispute or correction process. Business Capital cannot remove accurate information from CTOS or CCRIS records.
